Born in Wausau, Wisconsin, Otto grew up admiring football players and developed an exceptional competitive character. He played both centre and linebacker at Wausau High School, contributing on either side of the ball. Even an ankle injury could not keep him away from the field, establishing an approach that would later define his professional career.
Otto attended the University of Miami and played varsity football from 1957 through 1959. He started at centre and also contributed as a linebacker, developing a detailed understanding of both offensive-line play and defensive movement. He was considerably lighter than many professional linemen, but his technique and determination allowed him to compete with larger opponents.
No established NFL team selected Otto in the 1960 draft. He instead signed as an undrafted player with a new American Football League organisation that became the Oakland Raiders. He arrived at training camp weighing little more than 215 pounds but worked relentlessly to increase his strength and eventually reached a playing weight of approximately 255 pounds.
Otto initially wore number 50 before changing to 00. The memorable number suited his surname and gave him an identity that became inseparable from the Raiders. From that point, number 00 represented durability, confrontation and complete commitment to the team.
The centre is responsible for beginning every offensive play by delivering the snap to the quarterback. The position also requires immediate engagement with powerful defensive linemen, recognition of defensive formations and communication of blocking adjustments. Otto excelled in each area, giving the Raiders a dependable foundation from which to build their offence.
He played through all ten seasons of the AFL’s existence from 1960 through 1969. Otto was one of only 20 players to participate during every season of the league and one of only three to appear in every game played by his team. He earned selection to all nine AFL All-Star Games that were held.
Otto received First-Team All-AFL recognition from the Associated Press in nine of the league’s ten seasons and was selected for the second team in the remaining year. Other major selectors recognised him as the leading centre throughout the complete AFL era, making him the only player to hold that status at his position for the league’s entire existence.
The Raiders developed into an AFL power during the late 1960s. In 1967, Oakland completed a 13–1 regular season and scored a league-leading 468 points. Otto anchored a line that protected quarterback Daryle Lamonica and created opportunities for a powerful, aggressive attack.
Oakland defeated the Houston Oilers 40–7 in the AFL Championship Game, securing the first league title in Raiders history. The victory sent the team to Super Bowl II against the Green Bay Packers, coached by Vince Lombardi. The Raiders were defeated 33–14, but the appearance established them as one of the leading organisations in the younger league.
Otto and the Raiders returned to the AFL Championship Game in both 1968 and 1969. Oakland led the league in scoring during each regular season, but narrow defeats to the New York Jets and Kansas City Chiefs prevented further Super Bowl appearances.
When the AFL and NFL completed their merger in 1970, Otto continued to excel against the expanded competition. He received First-Team All-Pro recognition during the first merged season and reached the Pro Bowl in 1970, 1971 and 1972. Combined with his AFL appearances, he was selected for 12 consecutive All-Star Games or Pro Bowls.
Otto played alongside a celebrated collection of offensive linemen, including Gene Upshaw, Art Shell and Bob Brown. His experience and communication helped build a line that became one of the most respected units of its era. Oakland won seven divisional championships during the final eight years of his career.
The Raiders repeatedly challenged for the Super Bowl, reaching conference championship games in 1970, 1973 and 1974. The team did not secure another title before Otto retired, but the standards developed during his career helped prepare the franchise for the championship success that followed.
His final regular-season appearance completed a run of 210 consecutive league starts. Otto never missed a regular-season game during 15 years and remained the last original member of the 1960 Raiders to retire. When preseason, postseason and representative fixtures were included, he appeared in 308 games as a Raider.
That durability came at a considerable physical cost. Otto endured numerous operations during and after his career, particularly involving his knees. He continued to represent the toughness associated with the Raiders even while dealing with the lasting effects of professional football.
Otto entered the Pro Football Hall of Fame in 1980, his first year of eligibility and only five years after his final season. He was chosen as the starting centre on the AFL All-Time Team and selected for the combined AFL-NFL All-Decade Team of the 1960s.
His later inclusion in the NFL 100th Anniversary All-Time Team placed him among only four centres chosen to represent the first century of professional football. He remained closely connected with the Raiders after retirement, working with the organisation and continuing to embody the identity of the franchise. Otto died in 2024 at the age of 86.
His career did not include a separate senior international tournament record because his achievements were earned through American college football, the AFL and the NFL. His role in the growth of the Raiders and the development of the AFL nevertheless gave his career lasting importance throughout the sport.
